This is advanced professional and technical work involved in property valuation, property classification, and assessment administration. Work involves having a wide range of valuation and assessment knowledge in valuing and classifying all types of property. Work is performed under the supervision of the City Assessor, and provides supervision and technical assistance to property appraisers, property information technician, part-time personnel and works with considerable independence. An emphasis is placed on the ability to tactfully and courteously interact with the public and to effectively explain valuation and property tax procedures and laws. Minimum Requirements are: •Graduation from an accredited college or university with a Bachelor’s degree in Real Estate, Business Aministration, or related field and two years experience in real estate appraisal or property assessment. Experience in real estate or property assessment may substitute for formal education at a ratio of 1.5 to 1 (six years experience = four year degree. •Must be licensed as an Accredited Minnesota Assessor (AMA) from the State Board of Assessors. •Have a valid Minnesota driver’s license and provide own transportation. Ideal candidates will have knowledge of: Building construction, the appraisal and assessment process of all types of real and personal property, state and local laws and procedures; advanced spreadsheet and word processing procedures; multiple Computer Assisted Mass Appraisal and tax systems; state laws regarding assessor ethics and competency and the Uniform Standards of Professional Appraisal Practice (USPAP). Ability to: Recognize, analyze and solve complex problems; serve as the primary staff for simultaneous complex tasks and projects; manage a variety of appraisal and assessment projects, including oversight of the project scope and schedule with minimal supervision; communicate complex and technical information effectively and professionally in writing and in person even in stressful situations; develop and maintain effective working relationships with the general public and other governmental employees; and obtain a professional designation from the International Association of Assessing Officers (IAAO). JOB DUTIES: Use appraisal methodology to determine the market value of residential property. Inspect residential properties to collect data re: measurements, cost, rents, building features, photos and neighborhood characteristics. Review and analyze residential property sales data. Analyze legal descriptions of real estate plats and parcels to verify information relating to real estate boundaries.
