Background
| In 1998 the Minnesota Association of Assessing Officers (MAAO) established an educational scholarship in memory of Dan Franklin who passed away in 1997. Dan was always a promoter of assessor education and served diligently on the MAAO Education Committee. Dan was instrumental in the development of the "Minnesota Property Valuation Short Course" which is now taught all across Minnesota. |

Eligibility Requirements
Individuals are not required to be members of MAAO to apply. A first year paid membership will be included at the student, affiliate or associate level as part of the award. The first year membership will be paid for by MAAO.
Scholarships are awarded to candidates who demonstrate financial need and submit a completed application.
Scholarships are awarded throughout the year for expenses incurred in obtaining the course work necessary for State Licensure at the Certified Minnesota Assessor (CMA) level.
Scholarships are also awarded to those individuals taking the college level course work necessary to earn a degree majoring in real estate.
Allocation
Scholarships are awarded on a first come first served basis. The selection of recipients is made by the Executive Board at the recommendation of the Scholarship Committee. Only one scholarship may be awarded to an individual per year or per semester if enrolled as a student in a college or university.
Scholarships are awarded without regard to race, color, creed, religion, age, sex, disability, marital status, sexual orientation, public assistance or national origin.
Administration
For administrative purposes, applicants are requested to submit a completed application to the Associations Secretary:

Application requirements will be reviewed and changed as required by the Scholarship Committee with final approval of the Executive Board. The Scholarship Committee shall include:

The Scholarship Committee will be chaired by the Past President. Any vacancies that may occur shall be filled by appointment by the President of MAAO.
Scholarship Balance
The principal of the Dan Franklin Memorial Scholarship Fund shall not be distributed. Scholarships will be awarded and funded by interest accrued only on the funds principal balance, however, an initial funding of $1,000 will be made available from MAAO funds to award scholarships immediately in order to proceed with the program.
As more contributions are made to the Scholarship Fund, the interest generated by the principal will continue to grow permitting the committee to increase the number of awards and/or make larger distributions.
Distribution of Proceeds
Scholarship checks will be written and proper accounting techniques used in monitoring the fund by the Secretary of MAAO. A report will be given by the Secretary to the Executive Board at Executive Board meetings.
Depository of Fund Assets
The assets of the Dan Franklin Memorial Scholarship Fund will be deposited in the primary financial institution of the Minnesota Association of Assessing Officers, or other financial institution as approved by the Scholarship Committee.
Dissolution
At dissolution of the Scholarship Fund, any remaining proceeds will be given to the International Association of Assessing Officers to defray educational costs to its members.
Donor List
A "Donor List" shall be published in Equal Eyes and other literature as may be deemed appropriate by the Scholarship Committee, the Executive Board or the Equal Eyes Editor. The Donor List shall include the names of the individual, organization or corporation which has made a contribution to the Dan Franklin Memorial Scholarship Fund over the past 12 months. The dollar amount of the contribution shall not be published.
