Commissioner of Revenue’s Annual Meeting with Assessors

The Commissioner of Revenue staff will hold the Annual Meeting with Assessors on Monday, September 26th from 9:00 AM to noon.  This session promises to be full of new information and timely announcements.


MAAO Annual Meeting

The Minnesota Association of Assessing Officers invites you to the 76th Annual Conference of the MAAO.  This meeting includes the Annual Business Meeting of the MAAO, election of officers and the MAAO sponsored seminars for continuing education.   


Opening Reception – Sunday, September 25th at 5:30 PM

Hoops Brewing is in Duluth’s Historic Canal Park on the North Shore of Lake Superior. Hoops Brewing is a brewer owned and operated destination brewery in Duluth. Light food will be provided.


Scavenger Hunt Canal Park - Monday, September 26th 4:00 PM

The U40/10 group will host a Scavenger Hunt in Canal Park. The hunt will end at Grandma’s Original Saloon and Restaurant, second floor, where hors d’oeuvres will be provided. Prizes will be awarded for the hunt. Light food will start at 6:30.


MAAO Vendors Area

MAAO welcomes the vendors to the Fall Conference.  All vendors must pay the registration fee. Vendors who wish to have a table in Great Hall Foyer, contact Paul Knutson or Dawn Klein for a table reservation. During the conference, stop by and talk with the vendors.  In addition, our break outs and the IAAO table will be in the Great Hall Foyer area.


MAAO Hospitality Room

Regions 2 and 5 will host the MAAO Hospitality Room.  The event will be held in The Legends Suite, 15th floor. The rooms will be open at times that do not conflict with an organized MAAO event.

4 hours:  How To Be a Better Manager Part 1 - TEAM Consulting        

Instructor: Brad Eldridge, MAI, CAE Managing Member - TEAM Consulting, LLC The workshop is designed to help participants become a better manager—or if just starting in the manager position, to provide guidelines and suggestions on how to be successful. Topics covered include planning and organizing, budgeting, personnel and communication issues, dealing with difficult people, dealing with legislators, consensus building and stress management. This is an interactive workshop that allows and encourages actual situations from the instructor and the student. Various forms and examples are provided to help the participant develop a procedure manual for the assessment office.

See examples of GIS “hubs” that are helping Minnesota Assessors to create transparency and trust around the assessment process and sharing authoritative property information with the public in a way that is easy to find, quick to understand, and available on any device.  

 

4 hours:  Tax Court Mock Trial - City of Minneapolis and Hennepin County Staff

In this seminar we begin by discussing basic tax court protocols and processes. Participants will be given data that they will use to develop an opinion of value via the sales comparison approach. The class will then be divided into groups where each group will select representatives that will each defend their value conclusions in a mock trial setting. The seminar concludes with critiques and pointers on how to be a good expert witness. The seminar is being led by Sara Bruggeman with the Hennepin County Attorney's Office, Brian Keiser, MAI, CAE with the Minneapolis Assessor's Office and Brett Hall, MAI, SRA with the Hennepin County Assessor's Office

 

1.5 Hours, 1 offering: 2022 CRE Market Update – Matt Gersemehl 

The instructor will deliver a state of the market update on trends in the multi family, office, retail, and hotel markets from Trepp's collateralized loan data. Areas we will explore, current financing climate, trends in operating results and appraisal valuation metrics.

2 hours, 2 offerings: I Need To Choose WHAT? Why The Right Business Entity Is Important To My Farming Operation - U of M Ag Extension

A business entity is a type of business organization created by an individual or group to conduct a trade or business (or similar activity). Examples of the various types of business entities include sole proprietorship, partnership, limited liability company (LLC), and corporations. Some entities offer liability protection, tax savings, and simplify estate planning. The workshop covers topics including: • types and characteristics of formal business entities; • advantages and disadvantages of various formal business entities; • formation, day-to-day operation, and taxation of various formal business entities. The workshop instructor is Rob Holcomb, EA. Rob works on the development and delivery of educational programs in the area of agricultural risk management with an emphasis on farm analysis, business planning, and agricultural taxation. He has been an instructor for the University of Minnesota Income Tax Short Course since 2010 and in 2011 began serving as the tax school faculty director. As an Enrolled Agent (EA), Rob is credentialed to represent clients before the Internal Revenue Service.

 

2 hours, 2 offerings:  Utilizing Outside Appraisers For Tax Appeal - Joe Mako 

An overview of hiring and utilizing outside appraisers for tax appeal. Step one get your ducks in a row. Planning and strategy for utilizing outside appraisers. Involving legal counsel early and correctly. Are you and the County/Client committed to the process. How and why to shop for appraising services. Appraisal contracts do's and don'ts. Timing issues for the assessor/clients, legal counsel and for the appraiser. Appraisal ethics for the assessor and for the appraiser. When and how it is appropriate to help or assist an outside appraiser (and when it is not). How and why to keep in touch and check on the process of the appraisal. Preliminary values and draft appraisals, should you ask for these? Proof reading. Timing of delivery. Should you involve your appraiser in negotiations. Trial preparation. Pre-trial. Testimony. Post trial. Continued relationship.

 

4 hours:  How To Be A Better Manager Part 2 - TEAM Consulting

Continuing Education Hours (CEH)  Pending approval, the State Board of Assessors will grant 1.5 CEHs for one 1.5 seminar, 2 CEHs for one two-hour seminar, 4 CEHs for 2 two-hour seminars, 4 CEHs for one four-hour seminar, 8 CEHs for 2 four-hour seminars.  There are no Commerce Credits applied for.
