A mess age from MAAO President Daryl Moeller: One of the toughest decisions I had to make was whether to h ave Fall Conference in person, virtually or cancel the conference all toget her. I was disappointed that Summer Seminars needed to be canceled this yea r, but there was nothing we could do with the restrictions that were in pla ce at the time. I believe that if we take proper precautions, wearing face masks, reserving rooms that promote social distancing, temperature checks, hand sanitizing stations, staying home if you have symptoms or are sick and making smart choices while at the conference, we can stay safe and healthy . I have had assessors ask why in person, and I have had assessors thanking me for having the conference in person. Opinions are wide ranging amongst assessors. The decision to hold the conference both in person and virtuall y is to allow everyone the opportunity to attend the conference that suits their comfort level. Attendance in Duluth is on everyone’s own risk; howeve r, we will take efforts to minimize these risks. If for any reason, you are nervous about attending in-person, please stay home and attend the Confere nce virtually. Everyone has their own reason and circumstances for either attending our Fall Conference in-person or virtually, we need to respect ea ch other for the decision that we make.

Virtual Seminars: Seminars with a virtual option are noted below. Virtual Seminars will be hosted through Webex. Atte nding these online offerings requires a computer with audio, reliable inter net, and the ability to access and run Webex (check with your employer). Th ere is not a call-in only option for CEH's, and registered at tendees whose internet connection prohibits them from participating in the entire seminar risk losing CEH’s. Each seminar will be set up to take attendance via poll at intervals during the seminar, and attendees will jeopardize the ir CEH’s if they are not present and attentive for the entire period.

Additional topics that will be discussed include dealing with County, C ity and Township Boards, budgets, staffing, Board of Equalization, etc.

The use of desktop review as a n alternative to on-site inspections in revaluation has been emerging as a valuable data collection and review methodology within the profession. Tigh t integration of up-to-date street level imagery with GIS, CAMA, current ob lique aerial imagery and sketching tools makes desktop review a powerful ti me saver for appraisers to actually view property from their office. IAAO s tandards provide for the use of imagery to supplement physical inspections to accommodate time and monetary savings, which makes a good case for deskt op review where appropriate. Dakota County has implemented desktop review m ethodologies over the last several years on specific properties. This class will provide an overview of the program, which adheres to IAAO standards, and highlight several attributes that make for a good desktop review progra m, while also discussing the challenges and future enhancements.

In the Personal Safety Training assessors will learn to recognize that t here is no simple answer to personal safety, understand the importance of s etting safe personal boundaries, understand the importance of listening to the inner voice, understand how to be a good witness. In Verbal Commands an d De-escalating, assessors will learn how to recognize mental health issues and people in crisis, the importance of setting goals and training, and sk ills that will help de-escalation in heated situations.
